Virussen en grenzen

Hoe komt het dat infectieziektenbestrijding een sterk nationale oriëntatie heeft, terwijl virussen en bacteriën niet stoppen bij de grens?

Vanaf de 19e eeuw heeft infectieziektenbestrijding zich ontwikkeld als een nationale georganiseerde publieke dienst. Er is sprake van nationale data-infrastructuren, nationaal beleid en een nationale juridisch-ethische cultuur. 

Bij de aanpak van Covid-19 zagen we dat Nederland het anders doet dan België en Duitsland. Virussen en bacteriën stoppen echter niet bij de grens. Dat roept de vraag op wat de rationale is van grenssluitingen, verschillende quarantaineregels en verschillend testbeleid?

Nationale aanpakken zijn problematisch in grensregio’s waar nationale grenzen de facto al decennia niet meer bestaan. Voor werk, school, liefde, gezondheidszorg, boodschappen en vertier gaan tienduizenden mensen in de Schengenzone dagelijks de grens over. Grensregio’s laten de realiteit zien van een wereld die afhankelijk is van wereldwijde mobiliteit. 

Hoe kunnen we die lokale en globale realiteit van grensoverschrijdend verkeer ‘kennen’ en ‘erkennen’ in de aanpak van epidemieën, pandemieën en antibioticaresistentie?
